The Ministry of Finance proposed to raise the threshold for advance payments for government purchases of computer equipment to 80%
The Ministry of Finance of the Russian Federation proposes to temporarily establish the possibility of advancing government purchases of Russian-made computer equipment at a level of up to 80% of the contract price. The corresponding draft government decree has been published on the portal regulation.gov.ru .
This document provides for amendments to another resolution, "On the advance payment of contracts (government contracts) for the supply of industrial goods for State and municipal needs, as well as for the needs of national defense and State security" (PP 2411). According to this decree, in 2022-2024, government customers were required to provide in advance payments in the amount of 80% in contracts for purchases of a limited list of industrial products - machine tools and certain types of special equipment.
The amendments proposed by the Ministry of Finance provide that the main managers of the federal budget funds will be able in 2025-2026 to provide for advance payments in the amount of up to 80% of the contract price for the supply of Russian radio electronic products. These are computers, including laptops and tablets, monitors and projectors - the list of products to which this rule will apply is proposed to be approved by the same document.
