Important change: the ban on the purchase of foreign software began to take effect ahead of schedule

The Ministry of Finance of the Russian Federation has clarified the procedure for applying amendments to Position 146 of the Federal Law on State Regulation of Software Procurement (Decree of the Government of the Russian Federation No. 1). In a letter dated July 31, 2025 (No. 24-06-09/74164), the agency officially announced that these amendments would begin to apply immediately from the moment of their official publication, that is, from June 19, 2025.

This means that the new version of the positions concerns only the expansion of the list of categories of software to foreign manufacturers, but does not change the content of the position itself and the basic approach of the state to the prohibition of the purchase of imported software. The new regulation includes an additional expansion of the range of foreign software products by including new classification codes for the All-Russian Classifier of Economic Activities (OKPD 2).

Restrictive measures now also apply to software categories not previously covered by List No. 1.

Organizations are required to take into account the updated requirements as early as June 19, 2025.

The procedure for forming the terms of reference and the choice of supplier will need to be reviewed taking into account the latest amendments.

This decision is aimed at accelerating the implementation of domestic software and strengthening the country's information security. It is expected that this innovation will create favorable conditions for domestic software developers and suppliers, contributing to the development of the Russian IT market.
