The Ministry of Industry and Trade will clarify the procedure for issuing permits for the purchase of imported industrial goods
The Russian Ministry of Industry and Trade has prepared draft amendments to Order No. 7 dated January 9, 2025, regulating the issuance of permits for the purchase of foreign industrial goods under the "national regime".
According to the project:
– the list of information for the application will be expanded — now you will need to specify the quantity of goods, delivery dates and stages of contract execution, information about customers (with addresses and contacts), as well as the place of delivery of products;
– the decision—making procedure will be clarified - permission can be issued not only for the entire volume, but also for a part of the declared product if the Russian manufacturer is able to cover only part of the customer's needs.;
– they will consolidate the principle of searching for "similar goods" based on OKPD 2 codes;
– the applicant will be able to act not only as an individual customer, but also as the parent organization in the interests of its subsidiaries.
The permit is planned to be valid for 18 months or until the purchase of the specified volume of goods. In some cases, it can be reused if the purchase is declared invalid.
The public discussion of the project will end on September 2, 2025.
