The Federal Antimonopoly Service summed up the results of control activities in the field of the contract system for the first half of 2025. The reporting information is published on the official website of the department.

In six months, the agency conducted 8,076 scheduled and unscheduled inspections, during which 14,904 procurement procedures were analyzed. Violations were detected in almost every fourth procedure — 3,435 cases (23%).

The FAS received 25,828 complaints, of which 20,707 were considered on their merits. 8,641 complaints (41.7%) were found to be fully or partially justified. Based on the results of complaints and inspections, the service issued 7,219 orders to eliminate violations.

A significant amount of work is related to the formation of the register of unscrupulous suppliers (RNP). Since the beginning of the year, the FAS has issued 6,366 decisions on the inclusion of information in the RNP, while 85% of such decisions were related to the unilateral termination of the contract by the performers.

11,752 administrative cases were initiated on violations, resulting in 2,709 fines totaling over 150 million rubles.

The FAS emphasizes that the main purpose of the control work is to increase the transparency of competitive procedures and ensure equal access for all participants to state and municipal procurement.
