No. Participants can confirm the country of the product by simply specifying it in the application, if there are no products in the register of Russian manufactured goods with the characteristics that the customer needs, and he has declared this in the notification.
When purchasing under Law No. 44-FZ, such applications are equated to foreign ones only if the customer allows a participant with a product from the Russian (Eurasian) register of industrial products and a registration entry number. The presence of a participant with a CT-1 certificate is not a reason for this.
Do I need to take into account the specifics of price determination when purchasing from a single supplier?
Yes. The specifics of price determination are applied regardless of the method of determining the supplier (contractor, contractor).
