On August 11, 2025, Russian President Vladimir Putin signed a decree aimed at full import substitution in the supply of clothing for the needs of the Armed Forces.
The document prescribes that from January 1, 2026, only military equipment produced by Russian organizations whose production facilities are located in the territory of the Russian Federation should be purchased for the army. By 2027, additional restrictions will affect materials — fabrics and knitwear must also be of domestic production.
The measures will be implemented within the framework of the legislation on the contract system and the state defense order. Their goal is to exclude purchases of foreign goods and materials, strengthen domestic industry and ensure technological independence in providing the army.
The decree came into force from the date of signing.
