Minister. The decree on the dismissal of Deputy Finance Minister of Russia Alexei Lavrov was signed by Prime Minister Mikhail Mishustin. The relevant document was published on Monday, June 30.
"To dismiss Alexey Mikhailovich Lavrov from the post of deputy finance minister in connection with retirement," the document signed by Mishustin says.
Alexey Lavrov has held this position since 2011. He is also a Candidate of Geographical Sciences, Professor, and Head of the Department of Financial Management in the Public Sector at the Faculty of Public and Municipal Administration of the Higher School of Economics. Under Lavrov's leadership, the Ministry of Finance initiated a large—scale optimization of the contract system - simplification of procedures, transition to full electronic document management, standardization of processes. Several packages of amendments to 44-FZ were adopted, including those related to import substitution and small purchases.
In 2024, Lavrov stated that the key goals of the reform had been fulfilled, and the system required only a point-by-point adjustment. Among the unresolved tasks, he named the completion of digitalization of small-volume purchases and the refinement of support mechanisms for domestic suppliers.
Since the beginning of 2025, changes aimed at deepening import substitution and reorganizing the small-scale procurement segment have entered into force.
