Tatarstan shares its experience at the All-Russian conference on public procurement

The All-Russian conference "Public Procurement" has started in the capital of the Kama region. Perm – 2025". The opening ceremony was attended by Maxim Shaskolsky, Head of the Federal Antimonopoly Service, and Dmitry Makhonin, Governor. The event was organized by the Government of the Perm Region with the support of the Federal Antimonopoly Service.

The meeting brought together about 800 participants of the contract system, among them guests from 26 subjects of the Russian Federation – heads of authorized bodies and institutions, experts in the field of procurement, as well as suppliers, customers of the Perm Region at the regional and municipal levels.

The Republic of Tatarstan is represented at the conference by Iskander Bagautdinov, Deputy Chairman of the State Procurement Committee of the Republic of Tatarstan, and Niyaz Gazeev, General Director of the Procurement Development Center of the Republic of Tatarstan. They share Tatarstan's best practices in creating an open, transparent and efficient procurement system.

The work of the State Committee is aimed at ensuring that the procurement system in the republic is as open, transparent and effective as possible. Since the beginning of 2025, Tatarstan's regional and municipal customers have signed more than 31,000 contracts totaling 149 billion rubles. Budget savings amounted to 2.6 billion rubles. In addition, the republic is actively working to minimize violations in the field of procurement, which makes the system more reliable and predictable.

Iskander Bagautdinov, Deputy Chairman of the State Procurement Committee of the Republic of Tatarstan, noted that Goszakupkiperm – 2025 is not just a platform for the exchange of experience, but also an impetus for the further development of the contract system in Russia. 

"The opportunity to consolidate best practices, discuss innovations and work out joint solutions certainly contributes to increasing transparency, competition and quality of public procurement. Given the wide range of participants and the authority of speakers from key departments, the Perm conference will be an important milestone in the development of the procurement community and will make a significant contribution to meeting the country's state and municipal needs," said Iskander Bagautdinov.

Within the framework of the two-day business program, the conference participants will exchange experiences and promising ideas for the development of procurement activities with consideration of the most relevant and problematic topics of the contract sphere and mechanisms for their solution.

Representatives of the Ministry of Finance of the Russian Federation, the Federal Antimonopoly Service, the Federal Treasury, the Ministry of Industry and Trade of the Russian Federation, the Department of Competition Policy of the City of Moscow, and leading procurement experts will address the participants. They will talk about the upcoming prospects for the development of the contract system, innovations and digital solutions in the field of contractual relations, and introduce students to current law enforcement practices in the implementation of Federal Law No. 44-FZ "On the Contract system for the procurement of goods, Works, and services for state and Municipal Needs."
