They want to introduce electronic questionnaires in procurement under 223-FZ
The Russian Ministry of Finance and the Federal Treasury are preparing the transition to electronic activation in the procurement of state-owned companies under 223-FZ. This was stated by Deputy Finance Minister Alexei Lavrov at the St. Petersburg Economic Forum. According to him, this will solve the problem of systematic delays in payment for contracts with small and medium-sized businesses.
Now, despite the 7-day payment deadline, many customers delay signing acceptance certificates, as a result of which performers wait weeks and even months for money. The electronic questionnaire, which is already in force in procurement under 44-FZ, allows you to control deadlines and limits the time for the customer to sign or refuse. It is proposed to extend the same mechanism to 223-FZ.
It should be recalled that the delegation of the Republic of Tatarstan headed by the President of the Republic Rustam Minnikhanov is working at the Forum. He takes part in business negotiations, meetings, and the signing ceremony of a number of agreements.
