On June 19, 2025, important changes in the rules for granting national treatment, approved by the Government of the Russian Federation, will come into force. Some of them relate to the purchase of medical devices, medicines and goods produced on individual orders.:
The prohibition and restrictions will not apply to products supplied when performing work or services on individual orders.
Domestic medicines will benefit, even if they are not included in the list of vital and essential medicines (VED).
Contracts for the supply of fully domestic medicines (all stages of production in the EAEU) will include a ban on substitution for partially domestic drugs.
The list of medical devices has been expanded, the country of origin of which can be confirmed with the CT-1 certificate until August 31, 2025 inclusive.
These changes are aimed at supporting domestic manufacturers and increasing transparency in healthcare procurement. Details can be found in the Decree of the Government of the Russian Federation. http://publication.pravo.gov.ru/document/0001202506110037
