Anti-crisis measures in public procurement will be extended until 2026

The Federation Council has approved a law on extending anti-crisis measures in public procurement. The decision was made at the plenary session on December 24.

Vladimir Gorodetsky, First Deputy Chairman of the Federation Council Committee on Federal Structure, Regional Policy, Local Self-Government and Northern Affairs, noted that the federal law introduces comprehensive changes to the current legislation. A number of anti-sanctions measures that were introduced in order to stabilize the economic situation in the country are being extended.

According to the document, the following provisions have been extended for 2026:

– anti-crisis measures in the field of urban development;

– the powers of the Russian Government to establish the specifics of the application of fines, penalties and penalties for non-fulfillment or improper fulfillment of obligations under equity participation agreements, as well as to determine the procedure for the transfer of shared-equity construction facilities;

– the powers of the Cabinet of Ministers to determine the specifics of planning and implementing public procurement to meet the needs of the DPR, LPR, Zaporizhia and Kherson regions, as well as municipalities located in these territories.

At the same time, the powers of the Government of the Russian Federation to approve the procedure for determining the estimated cost of construction for capital construction facilities located outside the country and funded by the budget system of the Russian Federation, as well as funds from legal entities established by the Russian Federation, subjects of the Russian Federation or municipalities, are terminated. This also applies to legal entities in which the share of participation of the Russian Federation, subjects or municipalities exceeds 50%.
