Starting from January 1, 2026, procurement participants will be suspended for any false information in the application.

The State Duma is preparing to adopt in the third reading a bill that expands the powers of government customers in terms of suspending procurement participants. Starting from January 1, 2026, the participant will be able to be removed from the procedure or denied the contract for any false information in the application.
Bill No. 504954-8, submitted to the State Duma, has passed the second reading and is ready for the final vote. The document amends Articles 31 and 43 of Federal Law No. 44-FZ "On the Contract System". The main innovation is the possibility of suspending the procurement participant at any stage before the conclusion of the contract if false information or documents are revealed, regardless of whether they relate to compliance with requirements or not.
Unlike the current version of the law, where the customer can refuse only if the participant does not meet the uniform requirements or distorts information about his compliance, the new wording allows for suspension for any false information in the application.
A new part is also introduced in article 43: the procurement participant will be responsible for any actions committed on the basis of false information or documents submitted as part of the application.
The changes are planned to be introduced from January 1, 2026.
The third reading is expected to take place in the near future. The draft law is aimed at increasing the transparency of procurement and strengthening the responsibility of participants for the accuracy of the information provided.

The Ministry of Construction of Russia has published a document that introduces changes to the Methodology for determining the cost of work on the preparation of project documentation (approved by Order No. 707/pr dated 01.10.2021).
