The Federal Antimonopoly Service (FAS) of Russia and the Federal Tax Service (FTS) of Russia signed a joint letter in which they recommended that customers use interactive assessment services for legal entities and individual entrepreneurs when conducting purchases. The aim of the initiative is to increase the transparency of procurement procedures and eliminate unscrupulous participants.
The services of the Federal Tax Service allow you to automatically analyze the financial and economic condition of potential suppliers. Customers can receive an extract through the "Personal account of a taxpayer of a legal entity" or an individual entrepreneur. Document authentication is possible using a QR code or on the official website of the Federal Tax Service. The service is provided free of charge.
The antimonopoly and tax authorities advise including the use of these services in the procurement regulations, especially when purchasing from a single supplier. In the future, it is planned to consider the possibility of applying the assessment in competitive procedures.
According to the position of regulators, such measures can minimize the risks of concluding contracts with unscrupulous participants and contribute to increasing the transparency of the procurement system.
