The Ministry of Construction allowed the replacement of building materials with analogues without re-examination
The Ministry of Construction of the Russian Federation in letter No. 26170-AL/08 explained in which cases customers (developers) can make changes to the project documentation without re-examination. This innovation is aimed at optimizing the costs of architectural and construction design, while the responsibility for changes and replacement of materials and structures with analogues lies entirely with the chief engineer of the project.
A re-examination of the project documentation is not required if the changes:
1. The load-bearing structures of the capital construction facility are not affected, except for the replacement of individual elements with similar or improving structures.
2. They do not change the class, category, or performance indicators of linear items.
3. They do not violate the requirements of technical regulations, sanitary and epidemiological standards, requirements in the field of environmental protection, state protection of cultural heritage sites, industrial safety and others.
4. They correspond to the assignment of the developer or technical customer for the design and the results of engineering surveys.
5. Correspond to the cost of construction specified in the decision on the provision of budget allocations.
These changes will help speed up the construction process and reduce costs, while maintaining the safety and quality of facilities.
