The Ministry of Finance clarified the accounting procedure for terminated contracts under 44-FZ
The Russian Ministry of Finance has issued clarifications on accounting for the termination of government contracts concluded under Federal Law No. 44-FZ. The Agency recalled that termination of the contract is possible by agreement of the parties, a court decision or unilaterally in accordance with the norms of civil law.
If the contract was concluded based on the results of a competitive procedure, the "red side" method should be applied to budget accounting, reflecting the following operations:
- Debit 0 502 07 000 — Credit 0 502 01 000;
- Debit 0 502 07 000 — Loan 0 501 03 000.
The Ministry of Finance also stressed that if the customer enters into a contract with the second participant in the purchase, budget obligations are formalized as accepted for competitive procurement in accordance with the current procedure.
