How to properly conduct public procurement of postal services?
The Federal Antimonopoly Service (FAS) explained the specifics of the procedure for purchasing postal services in accordance with Federal Law No. 44-FZ. According to the agency's experts, it is important to take into account a number of nuances in order to avoid violations.
When is it possible to purchase from a single contractor?
Purchasing from a single contractor is allowed only in strictly defined cases.:
- Services for sending internal mail messages (letters, cards, parcels).
- Transmission of internal telegrams.
In all other situations, customers are required to hold contests among several market participants.
In addition, customers have the right to purchase state postage stamps directly from a single supplier, along with mail services that belong to the areas of natural monopoly, combining such purchases into one lot.
