Changes in small purchases: The Ministry of Finance introduces new rules from 2026

3 April 2025, Thursday
The Ministry of Finance continues to reform the public procurement system, proposing a number of amendments to Law No. 44-FZ. One of the key innovations will be the creation of a unified catalog of goods, works and services (TRU), which will be formed and maintained by an authorized federal executive body appointed by the Government. This will allow us to unify the rules of working in an electronic store for small purchases. According to the bill, small-volume purchases on a single platform will become mandatory for all customers. This will ensure transparency and efficiency of the process, as well as allow customers to receive information about the participants' offers before the start of the purchase. All these changes are scheduled to take effect on January 1, 2026. Bill ID: 01/05/03-25/00155471.
