Changes in small purchases: The Ministry of Finance introduces new rules from 2026

The Ministry of Finance continues to reform the public procurement system, proposing a number of amendments to Law No. 44-FZ. One of the key innovations will be the creation of a unified catalog of goods, works and services (TRU), which will be formed and maintained by an authorized federal executive body appointed by the Government. This will allow us to unify the rules of working in an electronic store for small purchases.
According to the bill, small-volume purchases on a single platform will become mandatory for all customers. This will ensure transparency and efficiency of the process, as well as allow customers to receive information about the participants' offers before the start of the purchase. All these changes are scheduled to take effect on January 1, 2026.

On March 24, 2026, Arsk will host zonal seminars and meetings organized by the State Procurement Committee of the Republic of Tatarstan in cooperation with the Procurement Development Center of the Republic of Tatarstan JSC. Events for customers and suppliers will focus on effective participation in procurement, changes and practical aspects of the application of 44-FZ.
From March 1, 2026, amendments to the rules for the application of the national regime for software procurement under Laws No. 44-FZ and No. 223-FZ will come into force.
Specialists of the State Committee participated in a seminar organized by the Educational and Methodological Center of the Federal Antimonopoly Service of Russia in Kazan. The event is dedicated to the topic of the national procurement regime under 44-FZ from January 1, 2026.
The agency explained that according to the Decree of the Government of the Russian Federation No. 19, the supply of motor fuel refers to cases when the contract must necessarily contain a price formula and its maximum value.
