How the government funded national projects in 2024: key figures and trends

The Russian President announced the launch of new national projects starting in 2025, some of which will be a continuation of initiatives implemented between 2019 and 2024.

In total, there were 14 such programs, and their implementation was largely based on the public procurement system within the framework of the 44-FZ legislation.

Analysts conducted a study of data from the Unified Information System in the Field of Procurement (UIS) for 2024 to assess the scale of financing of national projects.

Statistics of tenders and contracts

In 2024, 66.7 thousand tenders were held in Russia as part of 14 national projects with a combined initial maximum price of 1.596 trillion rubles.

According to the results of the competitive procedures, 57.3 thousand contracts were concluded for a total amount of 1.279 trillion rubles, and about 19.2 thousand companies became executors.

Leaders in terms of funding

"Safe, high–quality roads" is the largest national project in terms of financing. Within its framework, more than 5,000 tenders worth 979 billion rubles were announced, and as a result, 3.9 thousand contracts worth 796 billion rubles were concluded. In terms of the volume of signed contracts, this figure is second only to 2022 (809 billion rubles).

Healthcare is the second largest project. It has received 23.2 thousand applications with a total NMC of 221 billion rubles. 19.9 thousand contracts worth 166.4 billion rubles were signed. This project attracted the largest number of suppliers – 5.2 thousand companies.

"Housing and Urban Environment" is the third largest in terms of financing. 15.7 thousand tenders were held with NMC of 191.9 billion rubles, 11.3 thousand contracts worth 144 billion rubles were concluded.

Education ranks fourth in terms of funding.

Within the framework of 44-FZ, 12.2 thousand applications for 58.5 billion rubles were placed, 13.5 thousand contracts worth 47.6 billion rubles were signed.

Science and Universities completes the top five. Within the framework of this project, 2.2 thousand tenders worth 35.4 billion rubles were held, 1.9 thousand contracts worth 27 billion rubles were concluded.

Impact on the economy

National projects not only generate a significant amount of public procurement, but also have an impact on the economy as a whole. They remain a key instrument of state development, and new initiatives are expected to be implemented in 2025 that will continue to strengthen the country's economy and infrastructure.
