Resolution No. 1875: Who is subject to the national procurement regime?
The Russian Ministry of Finance clarified that the Decree of the Government of the Russian Federation No. 1875 dated December 23, 2024 applies to the following categories of organizations and their purchases:
1.State corporations and companies:
- State corporations, companies and publicly-owned companies
- Budgetary and autonomous institutions
- Subjects of natural monopolies (for example, in the fields of electricity, gas, heat, water supply, sanitation, wastewater treatment, municipal solid waste management)
2. Business companies:
- Business entities specified in paragraphs 1-3 of Part 2 of Article 1 of Federal Law No. 223-FZ
- Business companies included in the consolidated register of organizations of the military-industrial complex
3.Other legal entities:
- Organizations engaged in regulated activities in the fields of:
- Power supply
- Gas supply
- Heat supply
- Sanitation and water supply
- Organizations related to the critical information infrastructure of the Russian Federation
- Organizations involved in the use of atomic energy
- Organizations implementing technological sovereignty projects included in the register of projects of technological sovereignty and structural adaptation of the economy (according to Resolution No. 603 dated 04/15/2023)
Thus, the resolution covers a wide range of organizations, including state and municipal structures, natural monopolies and strategically important companies.
