A round table was held in the Federation Council on the topic: "Assessment of the impact of the economic situation of business entities on the effectiveness of the implementation of state programs for the construction of facilities at the expense of the federal budget." It was organized by the Committee on Economic Policy, the Committee on Federal Structure, Regional Policy, Local Government and Northern Affairs, as well as the Committee on Budget and Financial Markets.
The main topic of discussion was the impact of the economic condition of business entities – suppliers, contractors and executors of government contracts – on the effectiveness of the implementation of government programs in construction. Special attention was paid to the problem of unfulfilled contracts.
Akhmat Salpagarov, Deputy Chairman of the Federation Council Committee on Budget and Financial Markets, proposed a moratorium on bankruptcy of construction companies and contractors of long-term projects.
He noted an increase in the number of construction companies that found themselves in a difficult financial situation due to higher salaries, more expensive loans and inflationary costs. This is especially true for contractors with long-term contracts.
According to the senator, many companies took out loans with a floating rate, but the increase in the key rate was not taken into account in their financial plans, which led to a crisis. Salpagarov suggested using the government's right to impose a moratorium on bankruptcy in the construction sector, especially in the field of public procurement with long-term contracts.
The participants also suggested:
- to return to the subjects of the Russian Federation the right to independently determine a single supplier, as it was in 46-FZ;
- strengthen control over public procurement participants who provide false documents.
As part of the discussion of the construction industry, representatives of the Ministry of Construction spoke, who announced plans to create a Contractor Rating. This tool will take into account key indicators: the number and qualifications of employees, the level of salaries, the availability of equipment, as well as compliance with tax and contractual obligations. Highly rated companies will receive priority when participating in construction tenders, which, according to the Ministry of Construction, should minimize cases of unfair contract execution.
The issues of supporting entrepreneurs with impeccable reputations were raised separately. However, the implementation of all proposals will require the preparation and coordination of relevant legislative initiatives.
A lot of ideas were voiced at the round table, which are planned to be processed into specific documents for further consideration by the Federation Council.
