The FAS summed up the results of control activities in procurement for 2024: there were fewer complaints, but there are still many violations

27 January 2025, Monday

In 2024, the FAS received 39,201 complaints of procurement violations, which is 27.3% less than a year earlier. Of these, 31,769 appeals were essentially considered, a decrease of 31% compared to 2023.

The reduction in the number of complaints is due, among other things, to the exclusion of the so-called "professional complainants" from the sphere of consideration of applications from the beginning of 2024. Nevertheless, 12,659 complaints (39.8%) were found to be justified. As a result of their review, the FAS issued 11,251 orders to eliminate the identified violations.

As part of the control measures, the service checked 33,917 supplier identification procedures, revealing violations in 52% of cases (17,637 cases). To eliminate them, the agency issued 1,641 orders.

In addition, in 2024, the FAS reviewed 30,808 applications for inclusion of procurement participants in the register of unfair suppliers (RNP). According to the results, 15,244 applications (49.4%) were found to be justified, which is most often associated with unilateral termination of the contract (13,537 cases).

"The results of the year show that despite the decrease in the number of complaints, the issues of integrity of procurement participants and compliance with the law remain relevant," the department noted.
