The State Procurement Committee of the Republic of Tatarstan continues to train municipalities of the Republic to participate effectively in procurement. Today in Buinsk, together with JSC "Center for Procurement Development of the Republic of Tatarstan", a zonal seminar was organized for municipal customers and suppliers from 9 districts — Apastovsky, Buinsky, Verkhneuslonsky, Drozhzhanovsky, Zelenodolsk, Kaibitsky, Kamsko-Ustinsky, Spassky and Tetyushsky. Representatives of municipalities were told how not to violate federal law 44 and buy everything according to the rules. This is the second educational event held by the department with visits to municipal areas.
"It is extremely important for us to maintain and improve the professional level of customers and suppliers. That is why we have launched a series of educational intensive courses directly on the ground. A high level of knowledge in the field of procurement is the key to high–quality work, ensuring competition and legality of transactions, transparency in the field of procurement and saving budget funds," Chairman of the State Procurement Committee of the Republic of Tatarstan Marat Ziatdinov addressed.
In the Republic of Tatarstan, the public procurement system is successfully developing, attracting small businesses to the process as well, giving them the opportunity to receive orders and develop. This year, more than 36 thousand contracts worth 48 billion rubles have been concluded with small and medium-sized businesses. In total, in 2024, according to federal law 44, regional and municipal customers of Tatarstan achieved budget savings in the amount of 4.4 billion rubles — 3.4 percent. More than 60 thousand contracts worth 182.5 billion rubles have been signed.
"Now the task of the regional marketing center and the agency for public procurement is to expand markets, provide access to them for small and medium–sized businesses of the republic on the basis of fair competition and supply of high-quality products. Last year, almost five thousand small businesses in Tatarstan received a total revenue of 210 billion rubles. The plans for 2024 are to provide small businesses with revenue in the amount of 231 billion rubles," said Yakov Geller, General Director of the Agency for State Order of the Republic of Tatarstan JSC.
Changes and plans to optimize procurement legislation, the transition to "domestic rails" according to the national regime, the creation of mechanisms for "traceability" of goods of Russian origin at all stages — from summarizing the results of the purchase to the execution of the contract. These and other important issues were discussed by the participants of the educational seminar. All received certificates of completion of the educational course. In 2025, local education for municipalities will continue.
