Draft Law No. 722148-8 "On Amendments to Certain Legislative Acts of the Russian Federation" (in terms of improving measures to support the economy) has been submitted to the Council of the State Duma for consideration.
The project involves the following amendments to Law No. 44–FZ:
1. Restrictions on the size of the annual volume of purchases carried out by conducting an electronic request for quotations are permanently excluded (paragraphs 1 and 2 of part 10 of Article 24 will be changed);
2. Purchases carried out in cases established by the Government of the Russian Federation will be excluded from the total annual volume of purchases for calculating the volume of purchases from SMEs (Part 1.1 of Article 30 will be supplemented by paragraph 6).
3. The following provisions of Law No. 44-FZ will be extended for 2025:
- Part 56 of Article 112 (conclusion of contracts, the subject of which at the same time, it is the preparation of project documentation and (or) the execution of engineering surveys, the execution of construction, reconstruction and (or) major repairs of the capital construction facility);
- Part 63.1 of Article 112 (conclusion of a contract for the performance of works on construction, reconstruction and (or) major repairs of a capital construction facility together with the supply of equipment necessary to ensure the operation of such an object);
- Part 65.1 of Article 112 (amendment by decision of the authority of the essential terms of the contract, if it cannot be fulfilled due to circumstances beyond the control of the parties to the contract);
- Part 65.2 of Article 112 (amendment of the essential terms of the contract, the subject of which is the supply of medicines, medical devices, consumables);
- Part 72 of Article 112 (non-proliferation of the limitation of the annual volume of 50 million rubles of purchases under paragraph 4 of Part 1 of Article 93 for FOIV, subordinate state institutions, state unitary enterprises);
- part 75 of Article 112 (restrictions on the size of the annual volume of purchases carried out by conducting an electronic request for quotations).
