With the beginning of winter, some changes to the laws and regulations of Russia will come into force

- Fines for summer tires

For the second year in Russia, a decree has been in force, according to which a ban on summer tires is introduced in the country from December 1 to the end of February. So we are not talking about an innovation, but rather about a reminder: since the beginning of winter, traffic police officers can issue a fine for an "unopened" car in the amount of 500 rubles or limit themselves to a warning.


 

- Registration of a parking space in a simplified manner

From December 4, it is not required to hold a house-wide meeting to register a parking space, only the services of a cadastral engineer will be required, and the remaining owners of the communal property will have 30 days to object.


 

- The release of SVO fighters from the enforcement fee

On December 1, a law begins to apply in Russia, according to which the participants of the SVO are exempt from collecting the performance fee. It is 7 percent of the amount to be recovered or the value of the property being recovered.

- Fines will be imposed for Childfree propaganda

Propaganda of childlessness will be banned on the Internet, media, movies and advertising. The amount of fines is substantial: for citizens it will range from 50 to 400 thousand rubles, for officials — from 100 to 800 thousand rubles, for legal entities — from 800 thousand to 5 million rubles.


 

- Exams for migrants will be entrusted only to state institutions

From December 10, tests for migrants will be conducted exclusively by state institutions from the list compiled by the Russian Government. The innovation concerns exams in Russian as a foreign language, the history of Russia and the basics of the legislation of the Russian Federation for foreign citizens. Previously, commercial structures could also conduct exams,


 

- Detainees in the pre-trial detention center will have the right to long-term visits

On December 20, the norm comes into force allowing visits of prisoners in the pre-trial detention center with their relatives for three days. It should be noted that convicts serving time in a correctional colony of general and strict regime have the right to four and three long visits during the year, respectively, while those held in a pre-trial detention center did not have such a right before.
