Procurement for development: Tatarstan participates in the All-Russian Procurement Conference in Sochi

The III All-Russian Procurement Conference "FAS about Public Procurement", organized by the Federal Antimonopoly Service of Russia, has started in Sochi. Maxim Shaskolsky, Head of the Federal Antimonopoly Service of Russia, Alexey Lavrov, Deputy Minister of Finance of the Russian Federation, Dmitry Makhonin, Governor of the Perm Territory, Kirill Purtov, Head of the Moscow Department for Competition Policy, Andrey Ryumin, CEO, Chairman of the Management Board of PJSC ROSSETI, and Alexander Isaevich, CEO of JSC SME Corporation, spoke at the plenary session today.

According to Deputy Finance Minister Alexei Lavrov, simplification of the rules of the law on the contract system in the field of procurement of goods, works and services for public needs did not lead to a pronounced increase in competition, while helping to maintain established economic positions during the coronavirus epidemic and existing sanctions.

"These measures have not led to any significant increase in competition over the past 5 years. If they hadn't been there, everything would have been much worse under covid and sanctions. Over the past 5 years, the procurement system has been coping with the most unimaginable challenges and successfully turning budget money into goods and services. There is no question of any large-scale distortions," he said during his speech at the III All-Russian Conference in the field of procurement.

The All—Russian Conference is the only event dedicated to public procurement, which is held on the initiative of the antimonopoly regulator. The conference is organized by the Federal State Budgetary Institution "Information Technology Center of the FAS of Russia". This year, more than 70 regions and over 30 representatives of executive authorities are participating in the conference. Tatarstan is represented at the conference by Chairman of the State Procurement Committee of the Republic of Tatarstan Marat Ziatdinov.

"The issues that are being discussed at the conference are certainly topical. To ensure transparency of purchases in Tatarstan, a flexible system for assessing their validity and examining prices has been built, which allows saving budget funds already at the planning stage. In addition, detailed product catalogs have been created and are constantly being updated, on the basis of which standard documentation has been developed. All this has made it possible to achieve an 8 percent reduction in budget costs since the beginning of the year," said Marat Ziatdinov.

The All-Russian conference in Sochi will run for two days. The business program is scheduled by the minute. The participants will discuss topical issues of the application of procurement legislation in various fields, including construction, healthcare, information technology, as well as antitrust regulation in these industries.
