On October 7-8, the Higher School of Public and Municipal Administration of KFU hosts a professional development program "Public Procurement as an instrument of anti-corruption policy". At the opening, Deputy Chairman of the State Procurement Committee of the Republic Alesya Muzalevskaya and Deputy Head of the Department of Civil Service and Personnel at the Rais of Tatarstan Andrey Bedengov made welcoming speeches.
Alesya Muzalevskaya noted that ensuring competition is an integral part of the anti-corruption system.
"The contract system is aimed at creating equal conditions for procurement participants. Compliance with the principles of fair competition and anti-corruption have always been and remain our key objectives. And the maximum openness and transparency of state and municipal procurement, the efficiency of budget spending are the main strategic directions of the policy of the State Procurement Committee," the Deputy Chairman of the State Committee addressed the participants.
The participants of the training discussed the topic of state policy in the field of procurement in Tatarstan together with the head of the Department of methodological support of procurement of the State Committee, Aliya Bulatova. She spoke about regulatory legal acts and the work of government authorities in the field of procurement, as well as anti-corruption policy on the example of the State Procurement Committee of the Republic of Tatarstan.
Civil servants will discuss the description of the purchase object and the justification of the initial maximum contract price with the representative of the state committee, Regina Mukhametzyanova. She will also conduct a practical lesson for students. In addition, representatives of the Federal Antimonopoly Service, the Accounting Chamber of the Republic of Tatarstan, the Treasury Department of the Ministry of Finance of the Republic of Tatarstan, the Procurement Development Center, etc. will address the participants.
According to the results of the training, certification is provided in the form of electronic testing.
