A meeting of the Committee on Economy, Investment and Entrepreneurship was held in the State Council of Tatarstan, during which the main parameters of the forecast of socio-economic development of Tatarstan for 2025 and the planning period of 2026 and 2027, as well as the draft law of the republic "On the budget for 2025 and the planning period of 2026 and 2027" were approved. The meeting participants considered the issues and measures to improve the procurement mechanism in the context of restrictive measures and sanctions. The meeting was held by Chairman of the Committee on Economics, Investments and Entrepreneurship Ryagat Khusainov. Deputy Chairman of the State Council Marat Akhmetov took part in the work.
Chairman of the State Procurement Committee of the Republic of Tatarstan Marat Ziatdinov in his report spoke about the antimonopoly regulation of public procurement under the imposed sanctions and restrictions. In particular, it was about giving the regions the opportunity to establish additional cases and the procedure for making purchases from a single supplier. In Tatarstan, the work was carried out by a specially created commission. Of the 28 requests received for approval of purchases from a single supplier, only 15 were agreed for a total amount of 13 billion rubles. In addition, the law on the contract system established that the subjects of Russia have the right to make decisions on changing the essential terms of the contract. Over the past 2 years, customers have changed the terms in 27 executed contracts in the amount of 7.7 billion rubles.
Second-hand purchases have become an effective measure of support in the republic, which, according to the head of the department, is not yet available in any region of Russia. Performers and contractors who signed state and municipal contracts began to purchase goods necessary for the execution of these contracts on electronic platforms. A total of 3,405 contracts were concluded. 1,609 purchases were made at the Republican Marketing Center for a total amount of 872,098,000 rubles. Most of it is for catering.
"The second-hand procurement mechanism has been positively assessed by the antimonopoly authority of Tatarstan. In addition, it was proposed to extend the second-hand procurement mechanism to the whole country," Marat Ziatdinov stressed.
Among the support measures, the chairman of the state committee also noted the establishment of additional grounds for non-inclusion in the register of unscrupulous suppliers, the write-off of penalties accrued to the supplier, and the reduction of the payment period under the contract.
"The actions taken by the federal center in a timely manner made it possible to maintain the current economic situation in the republic at the proper level," the chairman of the department summed up.
He also informed about the importance of work on improving the skills of persons involved in procurement in the "Procurement Development Center of the Republic of Tatarstan". The training is conducted here by specialists of the State Committee and representatives of the control bodies of the republic.
