National procurement regime: The Ministry of Finance clarified the previously developed draft amendments
The updated draft decree of the Government of the Russian Federation is published on the website of the Ministry of Finance of the Russian Federation.
Recall that the previous version of the draft was publicly discussed in early September of this year.
The new version of the document contains amended provisions that establish the nuances of the application of advantages, prohibitions and restrictions of admission, including depending on the specifics of the formation of the lot (object of purchase).
What other updates have occurred in the project?
- The lists of goods (Appendices No. 1-3 to the project) have been changed, in respect of which it is planned to introduce:
*prohibition and restriction of purchases of products of imported origin;
* the need to comply with the minimum share of purchases of domestic products.
- An innovation of the adjusted draft is the approval of the Regulations on the formation of a report on the volume of purchases of goods of Russian origin, as well as works, services performed and provided by Russian persons.
- The regulation also provides for the form of such a report.
- The list of goods for which the number of the registry entry from the register of Russian industrial products is provided for confirmation of origin has been adjusted.
- Provisions on documents confirming the origin of purchased medical products are excluded.
- Added provisions on the procedure for confirming the origin of products supplied under the state defense order.
