Marat Ziatdinov: "The procurement sector is one of the most difficult and responsible"

A seminar on practical aspects of procurement legislation in 2024 is being held in Kazan today. The educational event is organized on the basis of the Procurement Development Center of the Republic. It is attended by procurement specialists from both private and public organizations. Chairman of the State Procurement Committee of the Republic of Tatarstan Marat Ziatdinov took part in the opening of the seminar.

"The procurement sector is one of the most difficult and responsible. At the same time, it is fundamentally important — both for state and municipal structures, and for any large company. Procurement legislation is changing rapidly and this is a natural process. Especially now, under the conditions of sanctions pressure, close attention is being paid to issues of support for domestic producers, import substitution, maintaining transparency in procurement, proper spending of funds, and the introduction of new technologies into the contract system. That is why our task, as a regulator of the contract system, is to explain legislative innovations, fully equip with the necessary knowledge and skills," the head of the department addressed the audience.

The speaker of the seminar, expert No. 1 in Russia in the field of public and corporate procurement, Candidate of Psychological Sciences, Vice-Rector for Scientific and Innovative Activities of the Federal State Budgetary Educational Institution "Institute for the Development of Additional Professional Education" of the Ministry of Education and Science of the Russian Federation, Corresponding member of the Russian Academy of Sciences Tatyana Trefilova presented a rich program on the main stages of procurement in accordance with current regulatory requirements.

"Our meetings have become a good tradition. Today, the educational course is devoted to the latest legislative changes, including in terms of import substitution. We will also talk about the draft Code of Administrative Offences of the Russian Federation, which will come into force next year. The program is quite extensive. I hope the seminar will be useful, interesting and not boring," said Tatyana Trefilova, opening the educational event.

During the seminar, the speaker will provide explanations and practical recommendations on such issues as the concept of the initial contract price, methods of determining it, procurement requirements in accordance with technical regulation, procurement procedures, administrative responsibility of customers, new approaches to import substitution, etc. At the end of the educational event, all participants will receive certificates of completion of training.
