Common mistakes in public procurement: Treasury Review for the second half of 2023

The Agency has released an overview of the shortcomings and violations that it has identified in regional procurement. Most of them were allowed by the customers during the execution of contracts:

• they did not present and did not charge the counterparty a penalty for late execution of the contract;

• paid for the work late;

• accepted goods, works or services that did not meet the terms of the transaction;

• changed contracts without any reason for this.

The customers were also mistaken in justifying the initial (maximum) price of the contract. To calculate it by market analysis, they used information on the prices of goods, works, and services with conditions that are not comparable to the planned purchase.

The agency also drew attention to the fact that customers divided one purchase into several homogeneous small transactions with a single supplier.
