On January 26, 2024, a meeting of the final board of the State Procurement Committee of the Republic of Tatarstan "On the results of the work of the State Procurement Committee of the Republic of Tatarstan in 2023 and tasks for 2024" was held with the participation of First Deputy Prime Minister of the Republic of Tatarstan R.K. Nigmatullin.
Chairman of the State Committee of the Republic of Tatarstan on Procurement R.N. Sabirov made a report "On the results of the work of the State Committee of the Republic of Tatarstan on Procurement in 2023 and tasks for 2024", in which he noted the main results of 2023:
According to the data of the Unified Information System in the field of procurement, by the end of 2023, in accordance with the Law on the Contract System, customers of the republic published notices totaling 245.7 billion rubles. Budget savings based on the results of concluded contracts amounted to 2.4%.
Including municipal customers published notices in the amount of 32.8 billion rubles. Budget savings based on the results of concluded municipal contracts amounted to 3.5%.
At the end of the year, contracts worth 271.1 billion rubles were signed, including 38.9 billion rubles by municipal customers.
The amount of contracts concluded with small businesses amounted to 86.73 billion rubles at the end of the year.
The implementation of national projects is one of the main tasks of the Republic of Tatarstan, 1,559 contracts worth 42.8 billion rubles have been concluded for their execution.
In the period from January 01 to December 31, 2023, the State Committee conducted 937 centralized purchases in the amount of 6.91 billion rubles.
Including centralized purchases for catering for preschool institutions in 10 municipal districts of the republic in the amount of 510.5 million rubles and for the supply of dairy products in the amount of 385.7 million rubles.
Of the total volume of purchases carried out, 72% of the contracts were concluded with republican suppliers.
According to the results of the procurement procedures, the level of budget savings of 7.3% was achieved.
As part of the methodological support for customers, the State Committee, together with the Procurement Development Center of the Republic of Tatarstan, annually conducts educational events for both customers and suppliers.
By the end of 2023, 43 educational events were held, which were attended by more than 1,400 specialists from customers and procurement participants.
In order to determine and maintain the qualifications of specialists in the field of procurement, automated testing is carried out.
In total, 4,382 specialists took part in the testing in 2023.
Representatives of the Accounting Chamber of the Republic of Tatarstan for Procurement, JSC "Procurement Development Center of the Republic of Tatarstan" also spoke at the event.
At the board, Chairman of the State Procurement Committee Ruslan Sabirov said that in order to ensure the fulfillment of the duties assigned to state bodies and the protection of public interests, each customer of the republic needs to make purchases most efficiently and in compliance with high standards.
