The requirements for procurement under Federal Law No. 223 of foreign software for significant objects of critical information infrastructure have been clarified
The Decree of the President of the Russian Federation No. 166 of 30.03.2022 (hereinafter referred to as the Decree) has been corrected, which prohibits purchases of foreign software (hereinafter referred to as software), including as part of software and hardware complexes, for use on significant objects of the critical information infrastructure of the Russian Federation owned by customers under Federal Law N 223 (except for organizations with municipal participation). According to the new version of subparagraph "a" of paragraph 1 of the Decree, it is possible to coordinate the relevant purchase by the Bank of Russia.
These changes came into force on November 22, 2023.
Earlier, the Government of the Russian Federation established special rules for approval by the Bank of Russia of purchases of foreign software by customers under Federal Law No. 223, which are credit and non-credit financial organizations.
