On structuring works and services
From 01.10.2023, customers are required to form a description of the object of purchase and a notification in a structured form. In this regard, a large number of questions arose about how to structure the work and services.
The Ministry of Finance of the Russian Federation of 03.11.2023 and the Federal Treasury of the Ministry of Finance of the Russian Federation of 26.10.2023 provided explanations on the formation of a structured description of the object of purchase when purchasing works and services.
Thus, the procurement participants provide characteristics in the application for participation in the procurement exclusively in relation to the goods, including those supplied during the performance of works, the provision of services. In relation to the procurement of works and services, characteristics are not provided, since the submission of an application is consent to their execution and provision, respectively (subp. "a" of paragraph 2 of Part 1, paragraph 1 of Part 2, part 5 of Article 43 of Law No. 44-FZ).
The need to form instructions in a structured form in a Unified Information System (hereinafter referred to as the EIS) when describing the object of procurement for the performance of works, the provision of services as part of the notification of the purchase will be excluded as part of the improvements of the EIS in the current year.
