The procedure for approving the purchase of foreign software by customers under Federal Law No. 223, which are financial organizations, has been determined
The Government of the Russian Federation has established special rules for the approval by the Bank of Russia of purchases of foreign software for the purpose of its use at significant facilities of critical information infrastructure, as well as purchases of services necessary for the use of software at such facilities by customers under Federal Law No. 223, which are credit and non-credit financial organizations.
It has also been determined that the Bank of Russia approves an industry action plan to ensure the readiness of organizations for the primary use of Russian software, including targets and deadlines for customers to switch to the primary use of Russian software. At the same time, the relevant customers must approve an action plan for the transition to the predominant use of Russian software for the period until January 1, 2025. The draft of this plan is also approved by the Bank of Russia.
The corresponding changes to the Decree of the Government of the Russian Federation dated August 22, 2022 N 1478 came into force on October 18 of this year.
