The Ministry of Finance explained which contracts can confirm compliance with additional requirements in public procurement

The agency reported: for purchases with additional requirements and universal prequalification, contracts with a single supplier that were concluded on additional grounds will also be suitable.

We are talking about transactions based on the results of non-competitive purchases based on a decision of the government or regional authorities.

Thus, in order to confirm compliance with the additional requirements provided for in Parts 2 and 2.1 of Article 31 of Federal Law No. 44, the procurement participant may also submit contracts concluded in accordance with parts 1 and 2 of Article 15 of Federal Law No. 46.
