08.09.2023 amendments were adopted on the national regime for the purchase of certain types of industrial goods and medical devices originating from foreign countries
On 08.09.2023, the Decree of the Government of the Russian Federation No. 1443 of 02.09.2023 was published, according to which amendments were made to the Decree of the Government of the Russian Federation No. 617 of 30.04.2020.
Now Resolution No. 617 provides for:
the list of goods in respect of which customers set access restrictions is supplemented with item 174: Wheelchairs, except parts and accessories;
exclusion of the supplier's obligation to provide, when executing the contract, documents confirming the country of origin of the goods on the basis of which such goods were included in the Russian or Eurasian register of industrial goods;
exclusion of the provision that applications for participation in the procurement should not contain proposals for the supply of the same type of industrial goods from one manufacturer or manufacturers belonging to the same group of persons.
The changes also affected the resolutions of the Government of the Russian Federation No. 102 dated 05.02.2015 and No. 2014 dated 03.12.2020 regarding the presentation in the new version of the position "Wheelchairs, except parts and accessories" (code of the All-Russian classifier of products by types of economic activity: 30.92.20 with the code of the type of medical device 208480).
These amendments come into force on 18.09.2023, with the exception of the new version of the annexes to Resolutions No. 102 and No. 617 (in part of the above position), which comes into force on 01.01.2024.
