The Ministry of Finance spoke about the specifics of evaluating the bids of procurement participants conducted in accordance with Federal Law No. 44
Representatives of the Ministry in their letter, in particular, noted that in order to evaluate applications according to the evaluation criterion "qualification of procurement participants" in relation to the indicator "whether procurement participants have experience in delivering goods, performing work, rendering services related to the subject of the contract", a participant can be provided with any contract (contracts) of a comparable nature and volume with the subject of the planned purchase, including those concluded and executed in accordance with Federal Law No. 44. At the same time, the customer has the right to establish a requirement for the provision by the participants, in addition to contracts and relevant acts, of additional documents confirming the execution of these contracts. At the same time, the Regulation on the evaluation of applications, approved by the Decree of the Government of the Russian Federation of 31.12.2021 N 2604, does not provide for the possibility for the participant to provide information about the number of the registry entry from the corresponding register instead of the specified documents.
