Can a collective participant take part in the procurement conducted among small and medium-sized businesses?

According to experts of the Ministry of Finance of the Russian Federation, Federal Law No. 223 does not contain provisions on the possibility of participating in a competitive procurement involving small and medium-sized businesses of several legal entities or several Individual Entrepreneurs acting on the side of one participant in the procurement. Thus, carrying out this procurement with the participation of small and medium-sized businesses does not imply the collective participation of small and medium-sized businesses in it.
