What additional requirements stipulated by Resolution No. 2571 are imposed on participants in the procurement of medical equipment repair works?
Specialists of the Ministry of Finance of the Russian Federation, in particular, explained that the customer, considering the issue of establishing additional requirements for procurement participants under Law No. 44-FZ, should be guided by the current legislation and proceed from the formed object of purchase, including taking into account the type of work, services, type of object, as well as the NMCC. At the same time, position 32 of the annex to the Decree of the Government of the Russian Federation dated 12/29/2021 No. 2571 "On requirements for participants in the procurement of goods, works, services for State and Municipal Needs and the Invalidation of Certain Acts and Individual Provisions of Acts of the Government of the Russian Federation" (hereinafter - Resolution No. 2571) establishes additional requirements for participants in the procurement of works on technical maintenance (installation and commissioning; technical condition monitoring; periodic and routine maintenance; repair) of medical equipment. In addition, in accordance with the sub-item. "a" of paragraph 3 of Resolution No. 2571, item 32 of the appendix is applied if, when making a purchase, the NMCC exceeds 10 million rubles.
Thus, it is emphasized in the letter, if the object of purchase is the performance of work on the repair of medical equipment included in the OKPD codes 2 26.60.11, 26.60.12, 26.60.13.130, 26.70.22.150, 32.50.12, 32.50.21.121, 32.50.21.122, the customer establishes an additional requirement established by item 32 of the appendix, providing for the provision of the necessary documents by the procurement participant.
