On February 1, the deadline for posting in the Unified Information System of the annual report on purchases from small and Medium-sized Businesses under Law 223-FZ expires
Customers, no later than February 1 of the year following the last calendar year, must place information on the annual volume of purchases in the Unified Information System, which they are obliged to carry out from small and medium-sized businesses.
Individual specific customers included in the list approved by the decree of the Government of the Russian Federation dated 21.03.2016 N 475-r are required to additionally prepare a separate annual report on the purchase of innovative products, high-tech products, including from small and medium-sized businesses. The specified report is also posted in the Unified Information System no later than February 1. Other customers do not generate such a report.
Recall that the Decree of the Government of the Russian Federation dated 11.12.2014 N 1352 established the specifics of the participation of small and medium-sized businesses in the procurement carried out by individual customers, and also approved the Regulation on the specifics of the participation of small and medium-sized businesses in the procurement of goods, works, services by certain types of legal entities, the annual volume of such purchases and the procedure for calculating the specified volume (hereinafter Regulation No. 1352). At the same time, from January 1, 2022, the requirements established in accordance with Regulation No. 1352 must be observed by all customers under Law No. 223-FZ, with the exception of those of them who are themselves small and medium-sized businesses.
