The government has changed the decree banning the admission of foreign products: clarified the list of "prohibited" goods, expanded the grounds for non-use of the national regime, simplified the procedure for confirming the origin of products.

List of "forbidden" goods
Some of the products were removed from the list, for example:
sheet glass;
refractory products;
products made of concrete, cement, gypsum;
telecommunication equipment.
It includes new products:
bridge and gantry cranes;
passenger elevators;
ball or roller bearings.
There are a total of 146 positions in the list (p. 10 to p. 5 changes).
In addition, the ban on the admission of imported masks was extended (paragraph 2 of the annex to the resolution). It should be installed after December 31, 2021.
Grounds for non-application of the ban
The grounds have been adjusted (subclause "b" of clause 1 of the changes to p. 1). So, customers will be able to apply subclause "b" of clause 3 of Resolution No. 616 if one of the conditions is met: they
purchase 1 unit of goods worth no more than 300 thousand rubles instead of 100 thousand rubles, as now.;
they purchase a set of such goods, the total cost of which is less than 1 million rubles, with the exception of a number of products. These exceptions have changed. So, light industry products were removed from their number, but hand tools were added.
New grounds have appeared (subclause "d" of clause 1 of the amendments to p. 1). For example, the ban does not apply in case of emergency or emergency procurement. But when purchasing spare parts and consumables for portable computers weighing no more than 10 kg, you need to install it. The basis was removed from the list (item "b" of item 1 of the changes on page 1).
Confirmation of the origin of the goods
It will become easier to confirm that industrial products do not fall under the ban: this does not require an extract from the register (paragraph 5 of the changes on page 3).
In the application, participants indicate the entry number from the register of Russian REP or Russian, Eurasian industrial products, as well as:
information on the total number of points for performing technological operations (conditions) on the territory of the Russian Federation, if this is provided for by Resolution No. 719— for Russian goods;
information on the total number of points for performing technological operations (conditions) on the territory of the EAEU, if this is established by the Decision of the EEC Council of 23.11.2020 N 105— for Eurasian goods.
When executing the contract, it is necessary to submit to the customer the documents on the basis of which the products are included in the relevant registers (paragraph 7 of the amendments to p. 5). The
innovations entered into force on November 25, with the exception of certain provisions (paragraph 2 of the resolution).
