The criteria for assigning elevator equipment to domestic industrial products for procurement purposes are established
The requirements for industrial products for the purpose of classifying them as products manufactured on the territory of the Russian Federation (appendix to the decree of the Government of the Russian Federation No. 719 of July 17, 2015) are supplemented by note 18, according to which the values of the number of points required for classifying passenger elevators (OKPD2 code 28.22.16.111) to products manufactured on the territory of the Russian Federation are established when purchasing under Federal laws of April 5, 2013. No. 44-FZ "On the contract system in the field of procurement of goods, works, services for state and municipal needs" and No. 223-FZ dated July 18, 2011 "On procurement of goods, works, services by Certain Types of Legal entities". Thus, the specified products will be equated to the Russian one if there are the following number of points:
until December 31, 2022-at least 100 points;
from January 1, 2023 – at least 110 points;
from January 1, 2024 – at least 130 points.
In addition, the requirements for technological operations performed in the production of elevator equipment have been adjusted, compliance with which is necessary to classify these products as domestic.
These changes came into force on September 1 of this year (Decree of the Government of the Russian Federation No. 1485 of September 3, 2021). At the same time, the conclusions on the confirmation of the production of passenger elevators on the territory of the Russian Federation issued by the Ministry of Industry and Trade of the Russian Federation before the date of entry into force of the new requirements are valid until the end of the established period of their validity.
