They suggested that the NMCC should be calculated differently for the regular transportation of passengers and baggage

The Ministry of Transport decided to review the procedure for determining the NMCC. The main provisions will remain the same. The changes will affect, in particular, the calculation of the maximum cost of transport and the marginal cost of 1 km of running buses, trams, trolleybuses. We will tell you about the main proposed innovations.
Maximum cost of transport operation
When calculating this cost:
according to the indicator "maximum number of vehicles", they want to use the data from the route register as a basis, not the schedule;
according to the indicator "useful life", it is planned to take into account the type of transport. So, for trams of all classes, it will be 30 years.
The calculation of the maximum cost does not need to include a reward for the sale of tickets.
Market value of new vehicles
To calculate its average value, at least 2 supplier offers are suitable, not 3. The price values in the offers can differ by no more than 15%, and not by 10%, as now.
Maximum cost of 1 km of vehicle mileage
Most of the changes will affect electric transport, such as trams:
the price of 1 kWh of electricity should be calculated based on the company's expenses for the past year. If there is no such information — according to the data of the territorial bodies of Rosstat;
the cost of major repairs of the tram should be calculated according to a separate formula;
the cost of spare parts and materials should be calculated taking into account the new prices for basic unit costs. So, for trams of a large class, they will be at least 17 rubles/km, and not 4.6 rubles/km, as now.
From the cost of paying the staff of any transport, for example, drivers, excluded the cost factor for vacation pay, the salary of a substitute employee for this period. These costs will be taken into account in the annual working time fund.
