Optimization package of amendments on simplification of public procurement submitted to the State Duma
The project is aimed at improving the procedure and methods for determining the supplier, contractor, and contractor. So, the number of competitive procedures will be reduced to 3: competition, auction, request for quotations (p. 21 of the project). For them, the notification requirements will be the same. The list of information will be corrected (p. 63-74 of the draft). For open competitive electronic methods, documentation is not required.
They will change the provisions on providing security for applications. For example, such security will be required for an electronic request for quotations if the NMC exceeds 1 million rubles (p. 96 of the project).
There will be more non-competitive purchases (p. 241 of the project).
