The winner of the purchase did not sign the contract and did not submit its collateral in time. The customer recognized him as a deviant.
The winner explained that he did not do it on time due to a surge of electricity, which disabled the computer with the EP. The problem could not be resolved quickly.
In addition, after the recognition of the evader, the winner sent the customer a signed contract in paper form and documents confirming its security. I also prepared a schedule for the execution of the contract.
The controllers did not find any grounds for the RNP. Among other things, they took into account that there were no previous requests to include information about this winner in the register.
The same conclusion was made by the Tambov Federal Antimonopoly Service under similar circumstances.
Note that the winners often postpone the signing of the contract until the last day of the deadline. In some cases, this may be considered unfair (see, for example, the definition of the armed forces, the decision as Severo-the Caucasian district, decision as Ural district), so it is recommended to sign contracts in advance.
