The Ministry of transport has changed the procedure for calculating the NMCC for regular transportation of passengers and Luggage

On December 27, amendments to the procedure for calculating the NMCC and the price of the contract with the food supplier for purchases in the field of regular transportation of passengers and Luggage by buses, trams and trolleybuses (hereinafter — NMCC) come into force. Let's talk about the main innovations.
What is new in the calculation of the NMCC for transportation at regulated tariffs
When calculating the NMCC, the contractor's expenses for the purchase, installation of navigation equipment and SOFTWARE, as well as services for its operation, will need to be taken into account, among other things. This will be necessary if such costs are assigned to the contractor under the contract (paragraph 1 of the Annex).

How to change the calculation of the maximum cost of transport operation
When calculating this cost according to the indicator "maximum number of vehicles", the schedule data is taken as a basis. It is necessary to take into account the transport that must be used simultaneously for transportation on routes from the contract (paragraph 2 of the Annex).

How to calculate the market value of a new transport
For its definition, more sources of information were provided (paragraph 3 of the Annex). Now the customer sends out requests to potential suppliers and calculates the arithmetic mean. Under the new rules, it can also be calculated on the basis of a public offer, for example, prices from advertising and catalogs.

You will need to choose one option for calculating the price: based on the public offer or the responses of suppliers. In the latter case, the territorial limitation of the contractor's price offer no longer matters.

How to calculate fuel costs for bus transportation
These costs will be determined taking into account the type and brand of fuel, as well as the class and capacity of the bus (paragraph 4 of the Annex). The values from the table that are set in the order will be used as a basis. They should be used regardless of the type and brand of fuel actually used. Costs will be considered differently only in two cases:

for gas-powered buses;
for small class buses.
