The draft on the customer's obligation under Law No. 223-FZ to justify the NMCD passed the first reading

The procurement regulation will need to include the procedure for justifying the NMCD, the price of the TRU unit, as well as the procedure for determining (paragraph 1 of Article 1 of the project):

NMCD;
price formulas for calculating the amounts that the customer will pay to the supplier in the performance of the contract;
TRU unit prices;
the maximum value of the contract price.
Customers will have 90 days from the date of entry into force of the amendments to make changes to the procurement regulations. Purchases that are initiated within this period and before the placement of the updated regulation will be completed according to the old rules (Article 2 of the draft).
