In the second reading, the draft law on a single state customer in the construction sector was adopted
It is planned to create a single customer in the field of design, construction, reconstruction, capital repairs of capital construction facilities at the expense of the federal budget (hereinafter — construction). In the latest version of the project, the powers of such a customer were also extended to engineering surveys.
A single customer will perform the duties of the customer and the developer to ensure the construction of state-owned facilities. He himself or through other persons will also perform the functions of a technical customer and construction control. The project specified that the customer will carry out construction control when providing construction in most cases. situations where this will require third parties can be provided separately.
The customer will conduct activities within the framework of the program. It will be approved by the Supervisory Board — its highest governing body. The program will include objects that will be determined by the government.
a single customer will purchase goods (works, services) to ensure construction according to law no. 44-fz. It will not be able to perform work on objects from the program itself.
the audit chamber will also control the single customer.
the project does not concern, in particular, investments in transport infrastructure and national defense.
