The right to attract a co-executor with a license does not mean that a public procurement participant should not have its own

The customer made a purchase that required a license to be submitted. Under the terms of the draft contract, it was possible to involve co-executors in its execution.

The bidder's application was rejected for non-compliance with the requirements of the procurement documentation: he submitted a contract with the co-executor and the latter's license, but did not attach his license. The participant considered the Commission's decision illegal.

The Antimonopoly authority did not support it: the right to involve a co-executor of services with a license does not exempt the purchasing participant from submitting their license in the application. The application was rejected lawfully.
