The Ministry of Finance approved a new standard provision (regulation) of the contract service in public procurement
The document will take effect when the standard provision approved by the Ministry of Economic Development (clause 2 of the order) expires. There is no expiration order at this time.
The standard provision (regulation) establishes the functions and powers of the contract service when planning purchases, identifying suppliers, concluding contracts, as well as during their execution, amendment and termination.
For example, under the new regulation, the contract service will be:
-develop a schedule and place it in the EIS;
-organize public discussion of procurement;
- if necessary, organize consultations with suppliers to determine the state of the competitive environment, the best technologies and other solutions for the needs of the customer;
-prepare documentation, including notification, draft contract and description of the procurement object;
- post information in the EIS;
-check the enforcement of the contract;
- ensure the safety of procurement documents;
- to ensure the fulfillment of the terms of the contract in terms of the advance payment;
- to provide for the internal or external examination of the execution of the contract or its stage;
- to draw up documents on acceptance of the execution of the contract.
